Trainers: 

KENNETH JAFFE, M.A., J.D., is the Executive Director of the International Child Resource Institute (ICRI), which he founded in 1981. ICRI is a non-profit organization committed to improving the lives of children and families throughout the world through technical assistance and consultation, resource dissemination, and the establishment of model projects. Mr. Jaffe oversees ICRI offices in the United States, Kenya, Malaysia, Zimbabwe, Ghana, Norway, Nepal and a network of ICRI Field Representatives in 52 countries. Mr. Jaffe received his child development training at the University of Uppsala in Sweden and his Master's degree from the University of California, Berkeley, where he conducted comparative research in international child care and development practices. He earned a Juris Doctor degree in Law from John F. Kennedy University, where he studied juvenile justice and children's rights. He is the author of numerous articles on international early childhood education, child advocacy, managements and work and family policy issues. Mr. Jaffe served as Chair and member of the California Governor's Advisory Committee on Child Development for nine years. He has worked extensively with family child care issues and was a founding member of the International Family Child Care Association and the World Forum on Early Care and Education. He was the Vice-Chair of the California Commission to formulate a State Plan for Child Care Development. He has assisted in the improvement or establishment of more than 300 child care, child health and child abuse prevention programs worldwide. He has been a consultant to the Children's Defense Fund in Washington, D.C., and has recently advised the governments of Singapore, Hong Kong, Malaysia, China, Sweden and Ecuador on child and family issues. In addition, Mr. Jaffe has presented over 200 seminars to professionals and non-profit and corporate executives worldwide.

Lisa Ruth Shulman, B.S., J.D. is Associate Executive Director of International Child Resource Institute and COO responsible for the advancement of fund and program development She currently directs international and domestic fund and program development efforts as well as organizational operations for ICRI.

Ms. Shulman is responsible for the development, implementation and successful measurement and evaluation results of the Global Healthy Child Care Project to improve health and safety in child care settings in Argentina, China and South Africa. Presently she oversees the International In-Home Care Project underway in Argentina, Brazil, India and Spain with the goal of improving in-home care quality through education on quality care and communication skills for parents and caregivers with an added emphasis on life-skills building for caregivers.

Ms. Shulman is an international and national spokesperson on issues of early childhood care and education including: health and safety in child care and in-home settings; in-home care quality improvement; early and emergent literacy; child abuse prevention; the role of early childhood education in regions experiencing or emerging from conflict; and program development and evaluation strategy. Presentation forums include the Canadian/American Evaluation Association Conference, Annual Meeting of State Child Care Administrators, World Affairs Council, Child and War Project Conference, World Forum on Early Childhood Education, European Early Childhood Education Research Association, National Association for the Education of Young Children, and at Tribhuvan University Research Center for Educational Innovation and Development.

The former vice president of Child Care Action Campaign (CCAC), a national non-profit organization focused on affordable, accessible, quality child care for all families, Ms. Shulman directed three programs: Talk Reach Read!, a grassroots program created to develop literacy-rich environments for children from birth through eight years of age, conducted in collaboration with First Book, Scholastic Inc., Reading is Fundamental, and Child Care Inc., with generous funding from the Hasbro Children's Foundation, the Citigroup Foundation and Vivendi.

During her tenure at CCAC Ms. Shulman conceived of the innovative project "Child Care and Equality: A Dialogue on the Societal Value for Care." The project was comprised of six national think tank meetings designed to gather economists, sociologists, labor leaders, medical professionals, early childhood experts, government officials and parents to find common ground on the issue of care. The project was supported by the A.L. Mailman Family Foundation, The Schott Foundation, Johnson & Johnson, Eli Lilly, IBM, The Ewing and Marion Kauffman Foundation, and Lifetime Television.

Ms. Shulman founded the Oakland Save Our Meadow Community Coalition, has served as a community educator for the Child Abuse Prevention Council of Contra Costa County, and is an active member of Oakland Rotary #3. Ms. Shulman has also been a practicing attorney in the field of commercial and securities litigation after receiving her J.D. from New York Law School.
